by either the Freeholder or the District Board." The Vestry
declined the proposal, but suggested that if the Freeholder would
consent to the removal of the wall, separating Ion Square from
Durant Street, the Vestry would be willing to enter into negotiation
with him with a view to the dedication of the Roadway to
the public.
