area adjoining, but asked the Order should give them the option to
light the area bounded by Peter street and Pollard's row, Bethnal
Green road, and the parish boundary from the north end of Peter
street to Bethnal Green road. The Company ultimately withdrew
their application for the Provisional Order, but intend to make another
application next session.
PARMITER'S CHARITY.
Tho Special Committee mentioned in the last annual report reported
as follows:—
"Your committee have considered the draft scheme referred to them for consideration.
Shortly after the death of the founder a suit was instituted to establish the
Will and provide for the administration of the Charity.
" It appears from the Will that the testator estimated the income of the property
devised upon trust for the Charity at £46 6s. Of this income £10 only was to be
appropriated for educational purposes, £30 for the endowment of six almshouses, and
the surplus (if any) was to be disposed of by the trustees to the other poor of Bethnal
Green. It therefore appears that the idea of the testator was to give as nearly as
possible one-fourth of the incomc for educational purposes, and the remaining threefourths
for the almshouses and other poor. The draft schemc provides that onethird
of the net future income shall be applied for purposes not educational, and
the other two-thirds for educational purposes.
"The scheme provides that no free education, as provided by the founder, shall
hereafter be given, and also provides for a higher standard of education than the
elementary schools, and for scholarships and exhibitions for boys and girls who have
been for three years in any of the public elementary schools of Bethnal Green.
"The object of the testator, as shewn by his Will, was to benefit the poor of
Bethnal Green; and he manifested his desire to benefit them by requiring that on
the rings to be given to his trustees there should be engraved the motto, 'Be just to
the poor.'
"Your committee are of opinion and recommend that a communication should be
addressed to the Charity Commission, pointing out that three-fourths of the net
income should be applied for the benefit of the almsmen and poor of Bethnal Green
instead of one-third, being of opinion that such a Charity, judiciously administered,
would be of great benefit in this parish in which there is such a large number of poor
and industrious persons.
"With regard to the appointment of trustees, the testator directed that new
trustees should be nominated by the trustees of his Will; but this being found
inconvenient it was provided by the Decree of the Gourt of Chancery that the ten
trustees should be elected by the Yestry, which has been done since the year 1705.
"The scheme provides that in future there shall be twelve trustees : two to be
nominated by the Committee of Council on Education, 'two being residents in
Bethnal Green' by the School Board for London, two by the Yestry, and the other
six to be the present five trustees and one other person; and that when any vacancy
shall occur with respect to any of the last six named governors, the vacancy shall be
supplied by the future trustees or governors, subject to the approval of the Charity
Commission.
