In conjunction with other powers, the scheme for registration provides
a valuable frame work within which to deal with multiple occupation in the
Borough. However, difficulties had arisen in its interpretation and in
October, discussions were begun to see what action could be taken to improve
the working of the Scheme. It appears that it could with advantage be amended,
particularly In regard to the definition of houses covered by the Scheme,
and the relationship of registration to houses where Directions are in force.
Following advice from Counsel a report on all aspects of multiple
occupation is to be placed before the Health Committee in January, 1973,
with a recommendation that the Borough Solicitor be requested to re-draft
the Scheme for the Registration of Houses in Multiple Occupation to incorporate
modifications which would meet the difficulties which had been
experienced in its operation.
Meanwhile, the routine work of registration continued throughout the
year. By December, 31st 1972, 4,235 properties had been approached regarding
registration. Of these, 2,894 properties in multiple occupation were found
to be occupied by less than the registerable number, 712 were registered in
Part I and 14 in Part 2 of the Registration Scheme.
FOOD AND DRUGS
The control of food supplies by inspection and sampling and food hygiene
work generally forms an appreciable proportion of the Environmental Health
Section duties.
Food Complaints
Following investigation into complaints that articles of food purchased
by members of the public were unwholesome, legal proceedings were instituted
in 11 instances resulting in vendors being fined a total of £190 with £71
costs. The Summonses related to foreign matter in bread, foreign bodies in
pork pies, preservative in minced beef, a wasp in jam, glass in a jar of
coffee, and watered down spirits.
