SECTION 15 (Power of local authorities to make grants towards adaptations to
fireplaces in churches, chapels, buildings used by charities, etc.). The one
application was not granted.
SECTION 16 (Abatement of smoke nuisances). The fourteen instances of smoke
being emitted in such quantity as to constitute a nuisance were dealt with
without recourse to legal proceedings.
SECTION 17 (Relation to, and amendment of Alkali Act). Under the provisions
of this section the discharge of certain noxious or offensive gases, smoke,
grit and dust from certain types of work is subject to control under the Alkali
&c. Works Regulation Act, 1906 as extended by virtue of Section 17 of the Clean
Air Act, 1956. Pursuant to the powers under the provision of the section the
Minister of Housing and Local Government made the Alkali, &c. Works Order,1961,
extending the types of works and lists of gases to which the Alkali, &c.Works
Regulation Act shall apply.
SECTION 25 (Powers of local authorities as to research and publicity).,
(a) Clean Air Centre. During the year some 7,000 residents, builders, trades
representatives, etc., visited the Centre in Florfield Road to obtain advice on
various aspects of the Clean Air Act. and in particular, for detailed information
regarding the adaptation of their fireplaces, method of obtaining grant
aid, use of smokeless fuels, etc. The Centre continues to accommodate some of
the staff engaged on work connected with the implementation of the Clean Air
Act.
(b) The National Society for Clean Air. The Council renewed its annual
subscription to this Society and was represented on the Council of the Society
by the Chairman and Vice Chairman of the Public Health Committee and the Medical
Officer of Health. The Chief Public Health Inspector, representing the Medical
Officer of Health, attended the Annual General Meeting held on the 9th June.
The Society' s annual conference was held at Brighton from the 4th to the 6th
October and was attended by the Chairman and the Medical Officer of Health.
(c) The London and Home Counties Clean Air Advisory Council. The Council
renewed its annual subscription to this body on which the Council is represented
by the Chairman and Vice-Chairman of the Public Health Committee together with
the Medical Officer of Health.
(d) Joint Conference of Local Authorities. This Joint Conference, formed in
1957 comprises representatives from the following authorities
County Boroughs of East Ham and West Ham,
Boroughs of Barking Chingford. Dagenham:
II ford Leyton. Walthamstow Wanstead
and Woodford.
Metropolitan Borough of Hackney, and the
Urban District of Chigwell.
Two meetings were held, one on the 17th March at Dagenham and the other
on the 18th October at Hackney. Among the subjects discussed were -
(i) Establishment of Smoke Control Areas Extension of Grant Provisions,
(ii) Availability of Solid Smokeless Fuels,
(iii) Smoke Control Areas and Discretionary Grants.
(iv) Range of Costs of Appliances and Incidental Works.
(v) Supply of Gas Pokers Financial Position.
(vi) Fireplaces in Dwellinghouses not situated in Smoke Control Areas,
(vii) Discretionary grants towards the cost of adaptations to fireplaces in
Churches, Chapels. Buildings used by Charities, etc.
