4. Local authorities are reminded that under paragraph 29 of
the memorandum approval of local authority expenditure for the
payment of the Exchequer contributions is conditional on electrical
appliances being selected from the list of "Recommended Domestic
Appliances" compiled by the Electrical Development Association.
5. The Minister does not at present wish to revise the
guidance given to local authorities in the Department's Circular No.
28/60 about the use of sticks and paper for lighting fires in smoke
control areas,
SMOKE CONTROL AREAS - REVISED PHASED PROGRAMME
In the light of the experience gained as the result of the operation of
the first three Smoke Control Orders, the Council decided to review their
phased programme. It had been found that the areas, as originally proposed,
were unwieldy, and lead to difficulties in administration. The Council

therefore decided that instead of making one Order covering a large area each year, the same area should be dealt with in two parts, the relevant Orders to come into operation on the 1st November and 1st July.

The details given above are factual up to the making of the Order in respect of
the proposed No, 5 Area and thereafter are tentative-
SECTION 12 (Adaptation of fireplaces in private dwellings). During the year
the following Notices were served-
(1) Intimation Notices 6,517
(2) Statutory Notices 4,835
Summonses were issued against five owners who failed to comply with
notices requiring them to carry out the adaptations necessary to enable the
occupiers of the premises concerned to comply with the terms of Smoke Control
Orders. In all five cases the work was completed before the dates of hearing
and the summonses were withdrawn without costs.
In all cases where an adaptation approved by the Council is carried out a
grant of 70% of the total approved cost is payable by the Council who recover
40% from the Exchequer the section does, however, provide for payment by the
Council of sums in excess of the statutory 70%. Of the three applications for
Payment by the Council of sums in excess of the statutory grant, one was refused,
one grant of 100% was made, and in the third case the property was acquired by
the Borough Council.
