(d) Particulars of any cases in which dwelling houses have again
become overcrowded after the local authority have taken
steps for the abatement of overcrowding
SECTION 90 (Overcrowding in houses let in lodgings). One notice was served
under this section. The owners of two houses were prosecuted for contravening
notices served under this section, one for permitting a room to be used as
sleeping accommodation, and the other for permitting a part of the house to be
overcrowded. Both defendants were fined and ordered to pay the Council's costs.

Underground Rooms Regulations
The Council's Underground Rooms Regulations were reviewed in the light of
the Model Regulations made by the Minister, and the following Regulations which
embody some modifications of the Model Regulations were approved for submission
to the Minister

Underground Rooms Regulations
Prescribed by the Mayor, Aldermen and Councillors of the Metropolitan
Borough of Hackney for securing the proper ventilation and lighting of
rooms to which subsection (2) of section 18 of the Housing Act, 1957,
applies, and the protection thereof against dampness, effluvia or
exhalation.
Every room used, or suitable for use for human habitation, the
surface of the floor of. which is more than three feet below the surface of
the part of the street adjoining or nearest to the room, or more than
three feet below the surface of any ground within nine feet of the room,
shall comply with the following regulations, that is to say. -
Drainage
1 The subsoil of the site of the room shall be effectually
drained wherever the dampness of the site renders this necessary.
2 No subsoil drain shall discharge into a soil drain except
through a suitable trap
3 Every drain passing through the room, and every drain or sewer
passing under the room other than a subsoil drain, shall be gastight and
watertight.
