(a) as to the composition or contents design, construction, finish or
packing, and/or
(b) for securing that such goods or any component parts are marked with
or accompanied by any prescribed form of warning or instructions.
SECTION 2 prohibits sale or possession for the purpose of sale of goods or
component parts not complying with Regulations made under Section 1, subject to
certain exceptions
SECTION 3 provides that any person contravening Regulations made under the Act
is liable on summary conviction to a fine not exceeding £100 or in the case of
a second or subsequent offence to a fine not exceeding £250 and/or imprisonment
for a term not exceeding three months.
The duty of enforcing the Act and the Regulations is placed upon local
authorities, who are given powers to inspect and test goods and to institute
legal proceedings. The expense involved in enforcement is to be met by grant.
The Act repeals the Heating Appliances (Fireguards) Act, 1952, and the Oil
Burners (Standards) Act, 1960 but any Regulations made under those Acts remain
in force Regulations were made under the Heating Appliances (Fireguards) Act,
but at the end of the year no Regulations had been made with respect to the
standards for oil burners

With regard to the two electrical appliances which failed to satisfy the
prescribed tests, warning letters were sent to the offenders concerned.
PUBLIC HEALTH ACT, 1961
This Act received the Royal Assent on the 3rd August, 1961 but apart from
Section 79 (Discontinuance of reports regarding canal boats) does not extend to
London
Dangerous Structures (London Building Acts (Anendment) Act, 1939). The advice
of the District Surveyor of the London County Council was sought in respect of
117 structures, or parts of structures.
Licensed Premises In connection with applications for the transfer of
licences reports on the general sanitary conditions of twenty eight premises
were sent to the Licensing Justices. As a result of the inspections made of
these premises, three were found to need attention, and three notices under the
Public Health (London) Act, 1936 were served
Static Water Tanks Only two war time static water tanks remain;both were
found to contain putrescible matter which was removed and followed by spraying
of the tanks with a mixture of vermicine, carbolic fluid and motor engine oil.
Vacant Sites The number of vacant sites in the borough increased during the
year Four of the sites shown on the Department's records at the end of 1960
were built over, but a further 12 sites were created by demolition.
Of the existing 127 sites, seven are under the control of the Council, and
used as allotments, and five in private ownership are utilised for the parking
or storage of cars Complaints relating to 24 sites were received Regular
inspections of sites have been carried out by Public Health Inspectors and 97
were found at the time of inspection to be in a condition which required no
