No charge was made for the treatment of private dwellings but the sum of
£487 8s l0d. was recovered from the owners of business premises treated.
The Borough Engineer and Surveyor s Department undertakes the treatment of
sewers and one such treatment using sodium fluoracetate was carried out during
the year.
PET ANIMALS ACT, 1951
There are twelve licensed pet shops, including four stalls in open markets,
in the Borough to which 36 visits were made no infringement of the conditions
in the annual licences granted by the Council was discovered.
RAG FLOCK AND OTHER FILLING MATERIALS ACT, 1951
The Rag Flock and Other Filling Materials Regulations, 1961 came into
operation on the 1st August 1961 These regulations, which supersede the Rag
Flock and Other Filling Materials Regulations, 1951 and 1954, prescribe:
(a) used wood wool as a filling material to which the Rag Flock and
Other Filling Materials Act, 1951. applies;
(b) standards of cleanliness for each kind of filling material to which
the Act applies
(c) analysts for the purposes of tests under the Act, the fees which may
be charged by any analyst making such a test, and the form in which a
certificate of the results is to be given; and
(d) the form in which records are to be kept of occupiers of premises
registered under the Act for the use of filling materials, or
licensed for the manufacture or storage of rag flock, the manner in
which the records are to be kept and the information which is to be
recorded
One new premises was registered for the use of filling materials, and an
annual licence to store rag flock was renewed in respect of one premises.

THE MOTOR CYCLES (PROTECTIVE HE LMETS) (AMENDMENT) REGULATIONS 1961
These regulations amend the Motor Cycles (Protective Helmets) Regulations,
1957 which now prescribe for the purpose of section 221 of the Road Traffic
Act, 1960, three types of helmet which may be sold or hired to motor cyclists
as helmets which are recommended as affording protection in the event of
accident, without an offence being committed under that section. The new
Regulations alter the requirements with which one of those types of helmets
must comply. Visits paid to the various premises in the Borough showed that
all protective helmets offered for sale were found to bear the stamp of the
British Standards Institution
CONSUMER PROTECTION ACT 1961
This Act came into operation on the 19th August, 1961.
SECTION 1 empowers the Home Secretary to make Regulations, in respect of any
class of goods prescribed by those Regulations, imposing any requirements which
in his opinion are expedient to prevent or reduce the risk of death or personal
