of these exceptions. The Committee are requested to take action
to secure an amendment of the law so as to provide for the registration
of all premises and of all street vendors.
(b) We consider that the existing exemptions in respect of the
premises referred to in Section 14 of the Food and Drugs Act, 1938,
should be removed, so far as they relate to ice cream.
(c) As regards the proposal for the registration of all street
vendors of ice cream we are advised that some authorities have
obtained powers by means of private Acts controlling the hawking
of food (e.g., the Hove Corporation Act, 1947), and it has been
suggested that in addition to the amendment of the Act of 1938,
legislation should also be asked for providing for the registration of
all street vendors of ice cream.
(d) To enable the Committee to come to a decision on this
matter we feel that the constituent Councils should be asked for
their observations theron.
We recommend—(i) That appropriate representations be made
to the Ministry of Health and Ministry of Food in favour of the
removal of the exemptions mentioned in sub-paragraph (b) above;
and (ii) that constituent Councils be asked to send their observations
on the question of the registration of all street vendors of ice cream
to our Honorary Clerk, if possible, by 9th January, 1948."
2nd February, 1948.
''(a) The Committee in December last: (i) made representations
to the Ministry of Health and Ministry of Food in favour of the
removal of certain exemptions relating to the registration of premises
and (ii) asked the constituent Councils for their observations on
the desirability of the registration of all street vendors of ice cream.
(b) Replies have now been received from 25 Councils, all of
whom agree to the proposal.
We therefore recommend—That representations be made to the
Ministry of Health and to the Ministry of Food with a view to
securing the registration of all street vendors of ice cream, and that
the attention of constituent Councils be drawn to the action taken.''

Ministry of Health stating that the Committee's representations
