(iv) that regulations should be made to secure that where
ice cream is sold—(a) in any street or public place by itinerant
vendors or from stationary stalls, or (b) from premises where it
is not consumed thereon, the ice cream should be sold in a
proper covering wrapper;
(v) that the police be authorised to impound any vehicle
from which ice cream is being sold in any public place and
which does not clearly and conspicuously bear the name and

(iv) Wrapping of ice cream.—This has already been covered
by the representations already made (see paragraph (b) above).
(v) Impounding of vehicles.—We do not see our way to support
the suggestion that police be authorised to impound vehicles.
(vi) Penalties.—The present penalty for breach of the requirement
as to name and address is 40s. and we are of opinion that in
general the new legislation should reconsider the whole question
and provide for adequate penalties for breaches of the regulations
as to the sale of ice cream.
We recommend—That our views as outlined above be adopted
and that representations be made accordingly to the Ministry of
Health."
