deal with the matter either by way of additions to the new regulations
or by special order. The report of the Advisory Body should,
we think, form the basis of such representations.
We recommend—(i) That the Committee support in principle
the proposal of the Fulham Borough Council for the wrapping of
ice cream; (ii) that the necessary representations be made to the
Ministry of Health; and (iii) that the report of the Advisory Body
of Medical Officers of Health should form the basis of such representations.''
2nd December, 1946.
"(a) At the last meeting, the Committee decided to make
representations to the Ministry of Health on the draft regulations
relating to the heat treatment of ice cream and also relating to the
wrapping of ice cream.
(b) A reply, dated 5th November, has been received stating
that the Committee's recommendation relating to the wrapping of
ice cream has been noted and will be borne in mind; meanwhile,
the Minister would be glad to receive any bacteriological reports
on the examination of samples of wrapped and unwrapped ice
cream of similar makes sold under comparable conditions. As
regards the Committee's other representations, these would be
considered with others received on the draft regulations.
(c) We have requested the Advisory Body of Medical Officers
of Health to take such steps as they may be able to supply the
Minister of Health with copies of any bacteriological reports as
requested.
(d) We have also considered a letter, dated 31st October, 1946,
from St. Pancras Borough Council stating that they have considered
the question of the manufacture and sale of ice cream and have
forwarded the following recommendations to the Ministry of Health
with a view to their incorporation in any proposed new legislation,
viz.:—
(i) that as soon as the allocation of ingredients permits,
the Ministry of Health, in conjunction with the Ministry of
Food, should lay down a minimum standard as to the contents
of ice cream.
(ii) that regulations should be made as to the cleanliness
and purity of ice cream in manufacture and sale;
(iii) that no person should be allowed to sell ice cream
from a barrow or tricycle or other conveyance, or from a
stationary stall, without previous registration with the local
Food and Drugs authority;
