From the above details it will be observed that there will be
available accommodation at both High Street, Homerton, and
Hindle Street Schemes for the abatement of overcrowding, and as
regards the latter scheme, there are no definite details to hand
respecting the amount of accommodation to be provided. I
understand that it is proposed to use a portion of the Hindle Street
site for the use of persons removed from clearance areas.
Under the proposed arrangements, and if the slum clearance
programme for 1936-38 is adopted, a part of Hindle Street and the
whole of High Street, Homerton, housing schemes could be utilized
for the abatement of overcrowding.
The following is quoted from the Metropolitan Boroughs'
Standing Joint Committee's Agenda of 1st January, 1936:—
"It appears to the County Council from an informal
discussion which their representatives have had at the Ministry
that there is little possibility of the appointed days for the
purpose either of the penal provisions or of the entries in rent
books being fixed in any part of London for some time. The
Minister, it is understood, does not propose to fix appointed
days for London as a whole but to deal with districts separately.
When sufficient accommodation has been provided to enable
the penal provisions to be enforced in any particular borough
or district the question of the appointed days will be discussed
with the Minister. As it is not necessary for the entries in
rent books to be inserted until six months after the appointed
day there will be ample time to discuss with the particular
borough council concerned what arrangements should be made
for room measurements.''
Section 6 of the Housing Act, 1935, provides that as from six
months after the appointed day (to be fixed by the Minister) every
rent book relating to a house must contain a summary of the
provisions of the Acts relating to overcrowding, together with a
statement showing the permitted number of persons in relation to
the house.
It is also under this Section the duty of the Local Authority
to inform the landlord or occupier, on request, of the permitted
number of persons. This can only be done by actual measurement.
