and that the sexes are not separated, these families rank as not
overcrowded since, in other words, the "dwelling-house" is not
overcrowded, the permitted number for the "dwelling-house" not
being exceeded.

Considerable difficulty will arise with regard to the occupation
of dwellings occupied in excess of the permitted number. 7,880
dwellings have been measured and we can fix as regards those
dwellings the permitted number. Approximately 53,000 dwellings
remain to be measured. By this time many of them not overcrowded
at the time of enumeration may be overcrowded, or will
soon be in that condition, but the County Council according to the
information contained in the quotation from the Metropolitan
Boroughs' Standing Joint Committee's Agenda of the 1st January,
1936, on page 100 of this Report, assumes that the dwellings not
overcrowded at the time of survey will remain in that state,
possibly, for a period of years.
It is obvious from what I have stated that when the minimum
housing accommodation required by the Act as the immediate
result of the Survey has been provided in the Borough, either by
the County Council or the Borough Council, cases of overcrowding
will be found which will present the same difficulties to the local
authority as those now existing.
It will be noted that a number of overcrowded families will be
accommodated as a result of the Clearance Area Representations,
and a surplus of 898 families comprising approximately 5,613
persons require re-housing in consequence of the survey.
The proposed slum clearance programme for the years 193637-38
provides for the removal from clearance areas of 3,430 persons
to re-housing sites, and accommodation for these has been allocated
in the several housing schemes proposed to be adopted by the
Council.
