The rate for London as a whole is 67. These figures would appear
to indicate the value of the work carried out under the Council's
maternity and child welfare scheme, details of which are given on
pages 37 to 51 of this Report.
The position as regards the number of cases of infectious
disease in the Borough in the period under review has been on
the whole very favourable, particularly as regards diphtheria. A
special feature of the Council's work towards the prevention of
ill-health is the provision of facilities to enable the public to secure
protection against diphtheria. The number of persons who have
received this protection at the Council's Immunisation Clinic since
it was opened in 1928 until the end of 1932 is 1,538. Whilst it is
not possible to gauge the effect of the immunisation of this small
proportion of the population upon the incidence of this disease
in the Borough, the work in this connexion now being carried out
in most London Boroughs cannot fail eventually to reduce the
number of cases. This year the Hackney figures are very satisfactory.
Details with regard to the progress of the Council's programme
for slum clearance are given on pages 60 and 61 of this Report.
During 1932 the Ministry of Health enquiry as regards the Banister
Street Areas Nos. 1 and 2 was held. These areas were represented
by me to the Borough Council in 1931, and followed upon my
representation to the London County Council in 1930 of the four
principal unhealthy areas in the Borough. A further six unhealthy
areas have formed the subject of representations to the Borough
Council in 1932, and since the close of that year five more areas
have been so represented.
The Housing schemes completed by the Borough Council are
as follows:—
Houses already erected:—
79 houses in Casimir, Cleveleys and Gunton Roads;
G6 maisonettes in Daubeney Road, Adley Street, Rock Road,
Gilpin Road and Homerton Road;
48 maisonettes in Fletching Road;
1 cottage in Fletching Road;
100 flats in Southwold Road;
92 maisonettes in Southwold Road and Mount Pleasant Hill;
35 flats in Powell Road.
Conversion:—
58, Kenninghall Road (St. James's Vicarage) converted into four flats.
On 15th June, 1932, the Council adopted a scheme for the
erection of 200 flats, comprising 30 four-room, 110 three-room, 40
two-room and 20 single-room tenements, upon a site secured by
