Underground Rooms.
Regulations in respect of underground sleeping rooms have
already been made by this Council, bearing date 29th January, 1914.
The problem of the underground dwelling is a serious one, and
such dwelling is undoubtedly unhealthy to a varying extent. While
there are probably very few underground rooms of the worst type
which are used for sleeping purposes, there are a fair number of
underground rooms in the Borough which are used as living rooms
and occasionally as sleeping apartments, and shortage of housing
accommodation makes it difficult to deal with these. Where underground
rooms of bad type have been found to be illegally occupied
by reason of their not complying with the requirements of the
Housing Acts and Regulations notices have been served. These
notices are usually complied with by the cessation of the use of
the rooms as sleeping apartments. The Sanitary Inspectors have
now been instructed to prepare a complete schedule of such dwellings
to be kept on a card index system for future use.
