occurred in High Street, Homerton (Nos. 140 to 218), and in Lower Clapton
Road (Nos. 4 to 28), due to the size of the houses and gardens.
No. 10 District.
In the Morning Lane area, between Chatham Place and Belsham Street, a
large group of factories has been built for manufacturing boots and shoes, furniture,
etc. Very small workshops exist in seventeen private houses in Wick,
Cassland, Gascoyne Roads, etc. One private house in Bentham Road is entirely
used as office and store rooms for the confectioner's factory at the rear. Manufacturing
is chiefly carried on in the Belsham Street areas, where large factories,
boot and shoe, cabinetmakers, etc., were built about 20 years ago. A School in
Well Street now belongs to the Bruce Hall Plate Co. Machinery has been
installed which causes annoyance by noise and vibration to the occupiers of the
adjoining house. Bruce Hall, Chatham Place, formerly a school, is now also
occupied by the Bruce Hall Plate Co. Great annoyance is caused to the occupiers
of the adjoining houses by the vibration of the machinery.
No. 11 District.
No private house in this (Hackney Wick) district is used as a workshop.
In three instances in Bower Road, Broolcfield Road, and Berkshire Road, very
small workshops have been built in gardens. Manufacturing is chiefly carried on
in specially constructed premises on the bank of the Canal. In this area the
factories were here before the dwelling houses, which to a great extent have been
built for the workers employed in them.
No. 12 District.
This District, extending up from the River Lea, is chiefly residential. Seven
dwelling houses are partially used as workshops, one in Middlesex Wharf is
entirely used. Private houses have been turned into factories in Springfield (1),
Clapton Common (1), Middlesex Wharf (4), and Upper Clapton Road (1). In
the latter instance goldbeater's skin is made; the conversion is only partial. The
houses in Middlesex Wharf were “ closed ” under the Housing and Town Planning
Acts.
Factories and workshops have been built in gardens in Springfield (1),
Clapton Common (1), and Lea Bridge Road (1). Factories at 38 and 40, Upper
Clapton Road which were turned into a group of factories, pianoforte makers and
upholsterers, etc., have caused some annoyance by reason of smoke, smell and
machinery to residents in Cleveleys Road and Cassimer Terrace. Also the high
flank wall of the factory buildings at the rear of Fulham Place shuts out light
and air, the wall being only from six to ten feet away from and extending to a
height above the eaves of the cottages in Fulham Place. Most of the factories in
this district are in a small area between the railway and the River Lea.
No. 13 District.
This area of small houses contains in such roads as Redwald, Roding, Chevet
Street, etc., eight private houses partially used as very small workshops. In
addition, about a dozen factories and workshops are scattered over the district.
In Ballance Road one workshop has been built in a garden. Lack of power to
control the erection of factories and workshops has led to complaints from neighbours
in two particular cases. The extension of a workshop in Glyn Road
encroached on a neighbour's garden ; and a factory abutting on several gardens was
built at the rear of Durrington Road, decreasing the free ventilation of the
houses. Complaints of smoke nuisance have been received since the occupation
of this factory by the London Metal and Refining Co., Ltd., and alterations are
now being carried out.
