chased for the extension of their business. This, however, is a matter that can
be dealt with under the Health Acts, as repairs can be enforced, but often
justifiable complaints are made by residents with regard to such matters as noise,
vibration, smell and dust, etc., with which the Sanitary Authority is quite powerless
to deal.
For my convenience in collating the information at my disposal, I have referred
to the districts into which the Borough is divided for the purpose of
sanitary inspection, but as the roads or streets affected are mentioned in all
important instances, it will not be necessary to set out the boundaries of these
districts in the body of the report, as it would really convey no particular information
to the Committee, and would take up unnecessary space. I have endeavoured
to convey a general impression of the extent of the industrialisation of the
Borough without going into detail.
The particulars in the statement have been taken from the 1928 register. It
should be remembered that workshops are constantly moving from one district
to another, and a certain number become factories from the installation of
mechanical power. There are far fewer combined shop and workshop premises
in the Borough than formerly, owing to many shops where dress and millinery
products were manufactured now buying them already manufactured. In 1923
there were 210 such combined shop and workshop premises, in 1928 there were
only 103 such premises on the register.
At the close of 1928 there were 814 premises in the Borough used as workshops
(without mechanical power).
276 of these were specially constructed premises.
103 were combined shop and business premises (in some cases being also
used as private dwellings).
435 were premises which were built for use as private houses, but are now
in use entirely or in part as workshops.

The total number of registered factories in the Borough on the 31st December,
1928, was 960.
No. 1 District.
The Clapton Common and Upper Clapton Road neighbourhood contains 23
houses partially used as workshops or, in a few instances, small factories principally
for the manufacture of clothing. Eleven of these businesses are of quite
lecent establishment. The houses are used both for dwelling and industria
purposes, but in Northwold Road one house has been entirely converted into
a millinery workshop. One private house on Stamford Hill was entirely converte
last year into a dressmaking factory. A factory built in Stoneham Road for
making firewood has been a source of complaint. Two factories and 3 workshops
(excluding garages) have been built in gardens on Stamford Hill. One of the
