same time, arrangements were made for co-operation with other
authorities, such as the Guardians, and with charitable associations,
in order that there should be no abuse of this form of
assistance.
The Committee also arranged with all milk vendors, who
desired to supply milk under the Maternity and Child Welfare
Scheme, that milk should be supplied at one penny per quart below
current retail price, and this fact, together with the care taken to
prevent abuse, have kept the cost per annum at a reasonable
figure.
The expenditure for the five years, half of which is returned
by the Ministry of Health, was as follows:—

All applications granted under the Scheme are signed by the
Chairman and submitted to the Committee at their Meetings, after
the fullest enquiries have been made from all sources of charitable
assistance and from employers.
