CANAL BOATS ACTS AND REGULATIONS.
Difficulties having been experienced by Sanitary Authorities in administering
the Regulations made on the 20th March, 1878, under which the responsibility
for the habitable condition of a canal boat (except as regards the periodic painting of
the interior of cabins) is placed entirely on the master of the boat, and the Minister
of Health being of opinion that circumstances may arise in which it is desirable
that proceedings should be taken against the owner of the boat in respect of defects
in habitable conditions, particularly structural defects. Regulation 3, has therefore,
been amended so as to place upon the owner of a canal boat the responsibility of
maintaining the boat in the condition required at the time of its initial registration.
The following is a copy of the Amended Regulations:—

CANAL BOATS, ENGLAND.
The Canal Boats Amendment Regulations, 1925, dated June 9, 1925, made by the
Minister of Health under sections 2 and 9 of the Canal Boats Act, 1877 (40 & 41
Vict. c. 60).

The Minister of Health, in pursuance of the powers vested in him by sections 2 and 9 of
the Canal Boats Act, 1877, and of all other powers enabling him in that behalf, hereby makes
the following regulations:—
1. On an after the 1st day of September, 1925, the regulations made by the Local
Government Board under the Canal Boats Act, 1877, and dated the 20th day of March, 1878
(hereinafter referred to as "the Regulations of 1878") shall be amended as follows, that is
to say:—
(1) The following paragraph shall be added at the end of Regulation 3 of the
Regulations of 1878 :—
" The owner of a Canal Boat shall maintain it in the condition required
for the purpose of registration under this Regulation and if such owner be
convicted of default in so doing the Court of Summary Jurisdiction may
(in lieu of or in addition to imposing a penalty) order the suspension or
cancellation of the registration."
(2) Regulation 4 of the Regulations of 1878 is hereby repealed.
2. The Regulations of 1878 may be cited as the Canal Boats Regulations, 1878, and these
Regulations may be cited as the Canal Boats Amendment Regulations, 1925.

CANAL BOATS ACTS.
In accordance with Section 3 of the Canal Boats Act, 1884, I beg to present
herewith the Annual Report on the working of the Canal Boats Acts and
Regulations within the district of the Port of London Sanitary Authority, during
the year ended 31st December, 1925.
The Acts and Regulations apply within the whole of the district under the
jurisdiction of the Port of London Sanitary Authority, including the River and
Docks, as a "canal" for the purposes of the Act " includes any river, inland
navigation, lake, or water being within the body of a county, whether it is or not
within the ebb or flow of the tide."
The navigation, in addition to the enclosed Docks, includes the following
navigable tributary waters and creeks of the River Thames:—
