Dear Sirs,
The Public Health (Imported Food) Regulations, 1925, No. 273. Conditionally
Admissible Meat, Second Schedule (b) Lard, Dripping, Edible Tallow and
similar rendered Fats.
For your information on requirements with regard to fats in connection with the abovementioned
Regulations, I have drawn up the following list of practical essentials:—
(1). (a) "Lard, dripping, edible tallow and similar rendered fats" will only be admitted
to this country for the purpose of use as or in human food if accompanied by an "Official
Certificate." (Fats excluded under this definition are—Premier Jus, Oleo Oil, Oleo Stearine
and Whale Oil).
(b) The "Official Certificate" is either a certificate, label, mark, stamp or other voucher
for the time being recognised by the Minister of Health, affixed to each package.
(c) The "Official Certificate" differs for the different countries of fat export both in
form and design, e.g., for Australia it is a mark or stamp of special design impressed on a
package; while for the United States of America it is a label, the imprint of which is of a
different design from that of the Australian mark.
(d) The "Official Certificate" must be affixed to each package. A consignment of two
or more packages is not covered by any one "certificate" or mark whatever the form of
certificate; each package must be "officially certificated," i.e., must bear such proper label
or mark or stamp as is set out for each country in the Regulations.
(2) There is no embargo whatever on the use of " certificated " material for manufacturing
processes not connected with food.
(3) A package of "Lard, dripping, edible tallow and similar rendered fat" which is not
"officially certificated " will be stopped under order for exportation, until it be either exported
or released for process of manufacture of material other than food.
Consent to storage will only be given on the guarantee of the Importer that either he
will export or that he will not sell the material for food manufacture.
Release for manufacture will only be given on guarantee from the final purchaser and user
that he will use the material for manufacture into stuffs unconnected with food—the nature
of the final article of manufacture being specified in the guarantee form, together with the
address of the works at which the manufacture will take place.
The release will not be issued to the person in control at the place of storage until the
final guarantee (that of the eventual manufacturer) be deposited with the Port of London
Sanitary Authority, on the enclosed form.
(4) The countries for which "Official Certificates" are at present arranged are:—
Australia, Canada, Denmark, Italy, New Zealand, Sweden, Switzerland, United States of
America and Netherlands.
