That portion of Wentworth Street which is comprised in this area
contains a population of 135. The total deaths for the same period were
31, which gives an annual average death-rate of 45.9 per 1000.

The ages at death were as follows:—

The rate of mortality of children under 5 years is 25.8 per cent. in
this portion of Wentworth Street.
In order to be able to draw a comparison between these unhealthy
areas and the areas occupied by the several model lodging-houses in this
District, I made application for the last Annual Reports of the Metropolitan
Improved Dwellings, situated in Mile End New Town; the Peabody Buildings,
situated in Commercial Street, and the Improved Industrial Dwellings
Company. From the Report of the first-mentioned Company, it appears
that the rate of mortality for the year ending March, 1876, was 15.7 per
1000; that of the Trustees of the Peabody Buildings, for the year 1875,
20.8 per 1000; and that of the Improved Industrial Dwellings Company,
for the year 1875, 15.2 per 1000.
For the information of every Member of the Board I have thought it
advisable to transcribe the two Schemes of the Metropolitan Board of
Works, which have been prepared upon my official representations of certain
unhealthy areas in this District. These Schemes are set forth in the following
words:—
Goulston Street Scheme (Whitechapel.)
"This Scheme comprises an extensive area lying between High Street,
Whitechapel, and Wentworth Street, bounded on the west by Middlesex
Street, and on the east generally by the houses in Goulston Street. Many
of the houses are very old and in bad repair, but they are not all equally
bad. The worst properties are in Castle Alley, and your Committee recommend
that it be included in the Scheme. With the exception of some large
business premises it is proposed to clear away all the houses in Goulston
