18.
Smoke and sulphur dioxide recording apparatus was installed at
Kingston Vale where readings were commenced in October and a start has
been made on the Council's twelve year plan for Smoke Control Areas
covering the whole of the Borough by commencing the survey in No.1. area.
During the year the Food Hygiene (General), Food Hygiene (Docks,
Carriers etc.), Milk Special Designations, and the Meat (Staining and
Sterilization) Regulations were introduced and have the effect of
consolidating and strengthening the existing food laws. The general
public is increasingly conscious of the need for a high standard in food
preparation and handling as shown by the nature of complaints received
and it has been observed that in spite of all precautions taken by
manufacturers by the installation of modern apparatus, provision has still
to be made for the possibility of human error and neglect.
The Noise Abatement Act was introduced and it is anticipated that
the number of complaints of noise and vibration nuisance will increase
following the great amount of publicity given to the subject on television
and radio and in the press.
It is worthy of comment that the number of invitations to address
schools and local organisations on clean food, clean air and on the work
of the department increased during the year and it is hoped that this
trend will continue.
In conclusion I wish to express my appreciation to the Council for
promoting me following the sad loss of Mr. Wood and to my colleagues in
this and other departments for their co-operation and in particular to
Dr. Westcombe for his constant encouragement.
I am,
Mr. Mayor, Aldermen and Councillors,
Your obedient servant,
P. E.KINTON.
Chief Public Health Inspector.
