To The Mayor, Aldermen and Councillors.
Ladies and Gentlemen,
I have the pleasure to submit my twenty-first annual
report of work accomplished and matters of interest concerning
the Sanitary Department.
Once again, in view of the exceptional circumstances,
this will necessarily be greatly curtailed. Many items
which usually appear will be omitted altogether.
