Rag Flock and Other Filling Materials Act, 1951
Eleven visits of inspection were made to the three establishments
registered in accordance with Section 2 of this Act. The object of this
supervision is to ensure the use of clean materials in upholstered articles
and other articles which are stuffed or lined. No action was called for as
a result of these visits.
The prescribed analysts are—The Chiltern Laboratories Ltd., 48,
Abercrombie Avenue, High Wycombe, Bucks.
Establishments for Massage and Special Treatment
Part IV of the Surrey County Council Act, 1931 requires establishments
of this nature to be registered and provides for their inspection. Six
premises were registered under these provisions of which four were used for
the practice of chiropody and two for massage, etc. All were found to be
conducted satisfactorily.
National Assistance Acts, 1948—1951
These statutes contain provisions enabling the Medical Officer on
behalf of the Council, and with the authority of the Court or Magistrate,
to remove to a place of care any person who by reason of old age or infirmity
and neglect is living in insanitary conditions. No occasion arose during the
year to implement these sections of the Acts.
Section 50
Under this section the Council have the duty of arranging for the
interment of a person for whom burial is not otherwise being arranged.
The occasion to do so did not arise in 1958.
Disposal of the Dead
In 1943 the Council combined with the Merton and Morden Council in
acquiring some sixty acres of land in Lower Morden to serve as a burial
ground for both authorities. The Carshalton and Merton and Morden
Joint Burial Board was formed and the cemetery was brought into use in
1947. No new space is now available in Carshalton churchyard and the
Lower Morden cemetery is now mainly used for the interment of Carshalton
residents.
In 1956, as reported last year, the North-East Surrey Crematorium
Board came into existence and administers the crematorium established in
the Battersea cemetery which adjoins the Burial Board's land in Morden.
The Carshalton Council is represented on the Crematorium Board together
with the Battersea, Sutton and Cheam and Merton and Morden Councils.
During the year 147 interments from Carshalton took place out of a
total of 390 at the Joint Burial Board's Cemetery. At the crematorium
277 cremations took place of which 13 were from Carshalton.
The Council's mortuary in Mill Lane with its comprehensive services
including those for the conduct of post mortem examination, received
150 bodies during the year on all of which autopsies were performed. Of
the total 46 were admitted from addresses outside Carshalton. For many
years the mortuary has been used extensively for the reception of bodies
from neighbouring areas mostly on the order of the Coroner and the
Council have now made satisfactorily financial arrangements with the
Beddington and Wallington and Coulsdon and Purley Councils for the
practice to continue. The accommodation at these premises is adequate
and the arrangement is an obvious economy.
