Rag Flock and Other Filling Materials Act, 1951
Three premises used for upholstering are registered in accordance
with Section 2 of the Rag Flock and Other Filling Materials Act, 1951.
One formal sample of unused coir fibre was submitted for analysis
and complied with the Regulations.
The prescribed Analysts are—The Chiltern Laboratories, Ltd., of
Station Road, Marlow, Bucks.
Establishments for Massage and Special Treatment
The number of establishments licensed under Part IV of the Surrey
County Council Act, 1931 remained the same at six. Four of these are used
for the practice of chiropody and two for massage etc. All were found on
inspection to be conducted satisfactorily.
National Assistance Acts, 1948—Section 47
National Assistance (Amendment) Act, 1951
These provisions give authority, with the consent of the Court, to remove
persons in need of care and attention to hospital or other place such as a
residential institution. One essential condition for such action is that the
person to be moved shall be living in insanitary conditions and that
removal is in the interests of such person or for preventing injury to the
health of, or serious nuisance to, other persons. Instances of this nature
have occurred from time to time in the past and have arisen primarily from
a lack of appropriate institutional accommodation for old and infirm people
and less from an unwillingness of neglected old people to accept such help.
It was not necessary to apply to the Court for an order under the Acts during
1956.
Section 50
The occasion did not arise which would have made it necessary for the
Council to arrange for the burial of a person where "no other suitable
arrangements have been or are being made."
Disposal of the Dead
Burial accommodation is provided by the Carshalton and Merton and
Morden Joint Cemetery Board on some sixty acres of land in Lower Morden
where 171 residents of this district were interred during the year. No
unused burial accommodation is available in Carshalton churchyard,
interment there now being only by the re-opening of existing graves.
