Milk and Dairies Regulations
During the year 5 applications for registration as milk distributors were dealt
with. No applications were received in respect of dairies. Of the 5 new registrations,
4 were for new premises and the other 1 was in respect of the change of proprietorship
of previously registered premises.
The number of premises and distributors registered at 31st December", 1963 was as
follows; -

Slaughterhouses
There are two licensed slaughterhouses in the Borough, and one knackers yard.
One slaughterhouse is used mainly for the slaughter of horses; the other is restricted
to smaller animals as it has no stunning pen.
Slaughtermen
There were eleven licensed slaughtermen.
Meat Inspection Regulations
These Regulations (which replace the Public Health (Meat) Regulations 1924 and
Memorandum 3/Meat) came into operation on the 1st October, 1963. They give statutory
effect to the code of inspection previously detailed in the memorandum and require local
authorities to ensure that all carcases are properly inspected.
Each carcase must be marked with an official stamp showing where it was inspected
and coded so that the inspecting officer may be identified. Subject to certain
exceptions during the first two years of operation meat may not be removed until it
has been inspected and marked. The Minister was unable to meet the request of local
authorities for powers to control the hours of slaughter as he considered that to do
so would be an unjustifiable disturbance in the accepted pattern of trade.
Instead of the existing three hours notice of slaughter, 24 hours notice is now
required and notice of regular slaughtering maybe given only with the local authority's
approval. The Regulations enable the authority to make charges for inspection and it
was decided by the Tottenham Council that the maximum fees should be levied, namely,
2s. 6d. per horse or bovine animal, 9d. per calf or pig and 6d. per sheep, lamb or goat.
100% post-mortem examination of all animals slaughtered in Tottenham was continued
in 1963 by operatinga rota-system of inspection by the Public Health Inspectors at the
slaughterhouses.
