Conversion of Council Houses
No conversions or improvements to Council owned houses were carried out
in 1964
Overcrowding
Eight new cases of statutory overcrowding were brought to the notice of the
Department and were considered by the Housing Committee during 1964 It will
be seen from the Housing Statistics on page 66 that only five cases of overcrowding
were relieved during the year leaving twelve cases of statutory overcrowding
still on the records of the Public Health Department seven of which
have been on the list since previous years the earliest being recorded as being
overcrowded in 1959 As these overcrowded families only come to the Public
Health Department for help when they have medical reasons for fearing the effects
of overcrowding; and because they are in financial circumstances which prevent
them from finding any solution other than Council accommodation, they are likely
to be small in amount compared with the number requiring room for expansion of
growing families, Nevertheless, these figures have improved over the years,
and on page 13 of this report it can be seen that the average number of persons
per dwelling taken over the whole of the Borough is considerably reduced, if
the Registrar General s mid year estimate of population is in any way accurate.
Overcrowding is relieved in various ways, by private arrangements made by
the families concerned by Council rehousing, or by Council nomination under
the Industrial Selection Scheme for housing in New Towns
