Sewerage and Sewage Disposal
The Borough Engineer and Surveyor has submitted the following report
"Sewerage
The sewerage system of the Borough continues to be
adequate.
Because of difficulties which have arisen in connection
with the new plant at Edmonton Works of the Middlesex County
Council, the anticipated diversion of part of the sewage has
not taken place, but it is anticipated that this will be
possible early in 1965.
During the year piping of two water courses has reduced
the risk of flooding due to blocked gratings, and application
has been made for loan sanction in respect of the piping of
two further water courses.
Sewage Disposal
For the reasons stated above, the transfer of sewage
to Edmonton has not taken place and the actual date when the
whole of the sewage of Chingford can be transferred is
uncertain, but it is hoped that this will be during 1965.
In the meantime, everything possible is being done to
ensure as good a standard of purification as possible."
Refuse Collection and Disposal
Labour shortage remains the problem, affecting chiefly the street
cleansing programme and the maintenance of refuse disposal works. It
has sometimes been difficult to find sufficient labour to get the refuse
in and dispose of it. Despite these difficulties, a regular weekly
collection was maintained, even through the heavy snows which made the
steep inclines, some 1 in 5, hazardous. Three quarters of the refuse is
incinerated and the remainder tipped. The Council's plan to completely
reorganise the disposal works was first postponed in the National
financial squeeze, and is now deferred pending the imminent amalgamation
with the Boroughs of Walthamstow and Leyton.
Further details of the services are set out in appendices B C and D
