The next section of this part of the Report deals with more current
matters in the field of housing, again showing progress, and
continued support by the Public Health Committee to the Medical
Officer of Health and his staff.
Hall Road and Tilney Road Clearance Area. Much consideration was
given in the early part of the year to a suggested clearance area for
the properties in Hall Road, Tilney Road and part of Eastern
Avenue. In consequence, in March, the Medical Officer of Health
made an Official Representation to the Public Health Committee of
the Council concerning this area, the Representation embracing 1-15
and 8-14, Tilney Road, 1-11 and 2-46, Hall Road and 48-70 and 74-78,
(even Nos.) Eastern Avenue.
These 56 properties were later recommended to the Ministry as
the subject of a compulsory purchase order. Some idea of the
properties concerned is given in the photographs included in this
Report.
An Enquiry was held by the Minister on October 16th, 1956 into
objections raised by a small number of owners.
15, Victoria Road, E.18 and 99, High Road, Woodford Green were
considered by the Public Health Committee as being unfit houses
in accordance with Section 11 of the Housing Act, 1936. Demolition
Orders were made against both properties.
6, Trevor Road, Woodford Green was considered as a house unfit in
accordance with Section 11 of the Housing Act, 1936. Refore any
formal action was taken by the Council the tenant decided to purchase
it with a view to reconditioning. Any further action was deferred so
that work could proceed and by the end of the year much progress
had been made. The obvious effect of the action by the tenant was
the prevention of the closing or demolition of a house which could
be restored to a good condition although at considerable expense;
the continued occupation by him and his wife of a home of their
own choice and liking, and the saving of close on £2,000 which
would have been spent by the Council for accommodation for these
people if closing or demolition was enforced.
33/35, Grove Road, E.18 were considered by the Committee as
property suitable for dealing with under Section 11. Formal action
was not necessary as the owner decided to execute repairs.
45a, Grove Road- basement flat. This flat, because of the presence
of dampness and dry-rot, was closed in accordance with the
conditions laid down under the Housing Act.
