(b) Refuse Disposal
Disposal of refuse continued by controlled tipping at sites within
the Borough. However, as all available sites will soon be filled,
arrangements have been made to take all the Council's refuse in the
near future to a site at South Ockenden, Essex. This proposal entails
the transportation of refuse to Ockenden by bulk vehicles and the
construction of a Transfer Depot for which a site was selected at
Eastern Sewage Works. Detailed plans for this scheme were commenced;
it is envisaged that the new disposal arrangements will
operate from early Autumn, 1957. Other methods of refuse disposal
have been fully investigated but found to be more costly than the
proposal as now finalised.
(c) Salvage Collection.
The separate collection of waste paper for salvage has been
continued.
Sewerage
(a) It was not possible to commence preparation of the scheme for
re-laying the very old sewers in the Western Drainage area.
(b) The policy continued of constructing new manholes on lengths
of sewers where such facilities are lacking and several additional
manholes were installed.
(c) Due to exceptionally heavy summer storms, flooding occurred
in several places, particularly at four points in the Borough. Small
schemes were undertaken at these places with a view to preventing
or minimising flooding on future occasions.
Eastern Sewage Disposal Works
(a) It became increasingly evident that the improvements referred
to in the previous year's report were becoming more urgent, and by
the end of the year technical staff was available to commence preparation
of the large capital schemes. In the meantime considerable
difficulty was experienced in maintaining a satisfactory effluent.
(b) A pilot scheme of effluent recirculation was installed at two of
the circular filter beds as an experiment.
(c) Two small schemes were carried out to improve the efficiency
of the sedimentation tanks.
