are not aware of the considerable assistance offered by the Council towards
providing amenities and improvements for the home. Secondly, that certain people,
particularly the elderly, do not wish to suffer any disturbance which may be caused
by the installation of amenities. These opinions are respected and it is only
ensured that such persons are fully informed of the facilities available to them.
Thirdly, confusion as to the future life of their house dissuades some from taking
advantage of the improvement schemes.
The exemplary record of the Council towards house improvement is evident
in that 94.9% of households in the district enjoy the exclusive use of amenities.
A planned approach with continuing publicity, direct public contact and possibly
improvement areas will soon ensure that of the remaining 5.1% of households, only
those so wishing will remain without the exclusive use of basic amenities.

3. FOOD AND DRUGS
(a) Sampling for chemical analysis
The selection of samples for analysis is selective with preference for
food which is suspicious, unusual or produced within the Chigwell Urban District area.
