Horses at livery are ridden by the owners or their family
or friends, no charge being made for use of the horses by the
owners. They are fed, housed and exercised by the riding school
owners. Horses at part-livery are stabled and fed by the riding
schools and when not required by the owners are let out on hire
by the riding school. The latter come under the provisions of
the Act, but not the former, nevertheless. it is desirable to
keep these animals under some observation as an animal welfare
measure.
