Supply of Milk to Expectant and Nursing' Mothers and Infants.
217 families applied for free milk supplies and it was
granted to 196. Each case is considered individually by the
Sub-Committee and a full statement of income from all sources,
including pension and Guardian relief, children working, etc.,
has to be submitted by the applicant. The amount paid for
rent and insurance is deducted from the income, and the sum
remaining should not exceed 5s. per head except in special cases.
This average was exceeded in the 21 applications refused.
The following facts were elicited in the course of these enquiries.
Where the husband was alive, in 57 percent. of the cases
he was out of employment through inability to get work. The
usual occupation given was ''labourer.'' In 12 percent. the unemployment
was due to temporary sickness or accident, and in
5 percent. it was due to war disability. The remaining 25 percent.
were "casual workers," or earning very small wages.
The rent paid averaged about 8s. per week. In some cases
the rent was as high as 15s., in which case, part of the house
was usually sub-let. Other families lived with the parents or
other relatives and paid no rent. In two cases, the mothers had
been deserted by their husbands, and three were unmarried
mothers. In two families there were twin infants.
Of the mothers. 50 percent. of those applying attended one
or other Welfare Centre. Milk was granted to 23 expectant
mothers, to 45 nursing mothers, and in the remaining cases to
infants or young children.
The number of quarts granted was roughly 7,272, at ai cost
to the Council of £164.
Several of the families have been in receipt of assistance
for some considerable time, and might almost be regarded as
"milk pensioners." The following examples might be given:(a)
