the assessment of any application so received. The scale adopted
was similar to the one in use for the assessment of medical aid fees
under the Midwives Acts.
Four applications were received during 1937.
No difficulty was experienced in regard to the amendment by
the Central Midwives Board of Rule E 17 (a), extending supervision
by the midwife up to the 14th day after confinement.
Midwives Act, 1936.—Operation of the scheme formulated
under the Act was not. possible until January 1st., 1938, owing to
the prolonged negotiations with the Walthamstow District Nursing
Association.
Before a final solution was found, the matter was referred to
the Minister of Health, who decided that two of the eight midwives
considered neoessary under the Council's Scheme be appointed by
the District Nursing Association.
The Scheme provided eight whole-time midwives to attend
approximately 600 domiciliary confinements per annum.
The Council adopted the following conditions of service:—
(A) That eight whole-time midwives be appointed for the area
of the Borough at the following salary scales:—
(a) Certified Midwife, Trained Nurse, with Midwife Teachers'
Diploma—£250, rising by £10 to £300 p.a.
(b) Certified Midwife and Trained Nurse—£225, rising by
£10 p.a. to £275 p.a.
(c) Certified Midwife—£200, rising by £10 p.a. to £250 p.a.
The midwives to be subject to the following conditions of service..
Uniform to be provided and the midwife required to wear uniform
when on duty. All equipment, drugs and dressings to be provided
by the Council; a telephone to be provided at the midwife's residence
and actual travelling allowances to be paid, or a bicycle allowance
of £5 per annum. An allowance of 5s. per week to be made
in respect of a room in the midwife's house. The midwife (if
resident in her own home) to be required to provide her own
domestic help so that her whole time would be available for duty.
Off-duty time to be one day per week; a 48 hours' week-end each
three weeks and four weeks' annual leave. Each midwife to be
