The whole of the houses recently erected are not provided
with a parlour, in accordance with the requirements of the Ministry
of Health. It has been found that a number of applicants when
offered accommodation without a parlour have refused the
allotment of a house on these grounds."
Overcrowding.—It has been obvious that the maximum relief
of overcrowding in the Borough by the erection of Council houses
has not been attained in the past because the vacated rooms have
in most instances been again sublet and so leading to a repetition
of overcrowding.
The vacated rooms may be sublet to people from outside the
Borough and the rooms in question can become " stepping stones "
to Council houses.
Your Council, therefore, instructed the Housing Manager to
notify the Public Health Department in advance of any rooms
which are to be vacated owing to the rehousing of the tenant in
a Council house.
A visit is then paid to the rooms by the District Sanitary
Inspector and a letter is sent either to the landlord of the house
or to the principal tenant threatening proceedings in the event of
any overcrowding being permitted in the vacated rooms.
The results of the 1931 Census showed that the degree of"
overcrowding in the Borough was generally worse in 1931 than
in 1921. All available and suitable building land is rapidly becoming
used up in the Borough so that any real solution of the
problem of overcrowding by local effort appears impossible.
The formation of a co-ordinating housing authority for the
whole of Greater London would appear to be long overdue.
