In all cases work which can be enforced by the Housing Acts
has been carried out, but the Rent Acts permit of requirements in
excess of those which can be demanded under the Housing Acts
and which cannot be enforced under them. If owners do not comply
fully with requirements specified on the certificate granted to the
tenants, no clearance certificates are issued.
DISEASES OF ANIMALS ACTS, 1894-1928.
The Importation of Dogs and Cats Order, 1928.—During
the year, one performing cat and six performing dogs were admitted
under Licence into the area. The conditions of the Licence were duly
observed.
The Importation of Animals and Poultry Order, 1923.—
Under this Order two Licences were granted by your Chief Inspector
for the transfer of two dogs to Ireland.
Sheep Scab Order, 1920.—No cases of this disease occurred
in the Borough during the year.
The Sheep Scab Order, 1928 (Adopted by the Council).—
During the year, 191 sheep were allowed into the area under Licences
for Slaughter.
The Regulation of Movement of Swine Order, 1922.—
Under this Order 2,423 pigs for slaughter were admitted into this
Borough during the year. All notices of such movements have, as
far as practicable, been followed up.
In addition, 28 pigs were admitted on detention licences and
the periods of detention carried out.
One case of suspected Swine Fever was discovered in a slaughterhouse
but was not confirmed by the Ministry of Agriculture and
Fisheries.
On the 31st May, the Ministry of Agriculture and Fisheries
declared a certain area in the town to be a Swine Fever Infected
Place, 15 pigs having died, and six of which were definitely diagnosed
as having had Swine Fever. The Council did not take legal
proceedings against the Owner, but issued a severe warning to him.
The Ministry of Agriculture and Fisheries withdrew the Order and
declared the area free from Swine Fever on 8th September.
No cases have since arisen in the area.
