Smoke Abatement.—Seven instances of nuisances arising
from smoke have been observed and dealt with.
Personal visits to the factories concerned have proved that in
six cases bad stoking and/or wrong fuel was the cause of the nuisances.
The persons responsible carried out all suggestions made to abate
the nuisances.
One Factory Bakehouse was the cause of repeated complaints
of Smoke Nuisance and several observations were made by your
Senior Sanitary Inspector between the hours of 6 p.m. and 6 a.m.
when the factory was in use and serious nuisances were observed.
In this instance it was found that the life of the furnace was
past, and legal proceedings were authorised but suspended, due to
the owners' promise to provide new ovens and furnaces without
delay.
This was done and no complaints have since been made.
Premises and Occupations which can be Controlled by
Bye-Laws or Regulations.—The number of Offensive Trades in
the area was:—
(а) Fish Curers 24
(b) Fish Friers 40
(c) Rag and Bone Dealers 7
Slaughterhouses 13
Bakehouses 46
(35 of these are Factory premises.)
Tents, Vans, Sheds, etc.—There are four areas in Higham
Hill Ward where numerous van dwellers have congregated and to
which the Byelaws apply.
The total number of vans in the area is 53.
In addition, certain areas of land are used periodically by
showmen as Fair Grounds, and at such times the Byelaws are put
into operation in respect thereof.
The "permanent" caravan sites have been repeatedly inspected.
Schools.—The sanitary condition of schools is more fully
discussed in the School Medical Officer's Report. A detailed
sanitary survey is made of each school by the School Medical
Inspector at the conclusion of Medical Inspection. Recommendations
made are sent to the Director of Education.
The School Medical Officer's Report gives a detailed account
of the sanitary improvements effected during 1931.
The Rag Flock Acts, 1911 and 1928.—There are no known
premises in the Borough on which rag flock is manufactured or sold.
