PREFACE.
Public Health Department,
Ilford,
April 28th, 1914.
To the Chairman and Members of the
ILFORD URBAN DISTRICT COUNCIL.
Gentlemen,
In accordance with the regulations of the Local
Government Board and the Board of Education, I herewith
present my Annual Report for the year 1913.
The duties of Medical Officer of Health were Carried out
by Dr. C. F. Stovin from the beginning of the year till
November 20th, 1913, when he was suspended f-om office
by resolution of the Council. I continued the work of
Medical Officer of Health until the end of the year.
Having acted as Assistant Medical Officer of Health
only, during the greater part of the year, it is somewhat
difficult for me to bring to bear on the sanitary and epidemiological
circumstances of the year that comprehensive knowledge
which could only have been gained by one who had
actually filled the office throughout the year.
Any shortcomings in this Report must therefore be
excused by the fact that the author has often had to rely on
statistics relating to events and happenings which did not
come under his personal knowledge.
The health of the district has continued good throughout
the year.
