In all, 32 cases of overcrowding were abated during
the year and only 6 known cases remained at the end of
the year.
Certificate of Permitted Numbers.
Applications were received during the year from
owners of working class houses for certificates showing the
permitted number of occupants for the respective properties,
and up to the 31st December 1938 a total of 2173 Certificates
of permitted numbers had been supplied on request
to owners of property for insertion in Rent Books as required
by the Housing Act. The object of this requirement
was to prevent an owner or tenant from pleading ignorance
of the proper number of occupants of a house, but it may
have the opposite effect. The knowledge that a house may
legally be occupied by an increased number creates a
temptation to sublet a house which may not be suitable
for occupation by more than one family.

. SUPERVISION OF FOOD (Section E).
(A) MILK SUPPLY.
A revision was again made of the register of dairymen
during 1938. Eleven names were removed, either on
account of business changes or cessation of business, and
12 fresh entries were added to the register, leaving
a total of 78 on the register at the end of the year, compared
with 77 at the end of 1937.
There is only one cow-keeper in the Borough.

Twenty-eight samples of milk were submitted to the Clinical Research Association laboratories for bacteriological and biological examination.
