To the Mayor, Aldermen and Councillors
of the Royal Borough of Kingston-upon-Thames.
Mr. Mayor, Ladies and Gentlemen,
I have the honour to present the Annual Report for
the year 1937.
Circular 1650 (Ministry of Health) as to the contents
and arrangement of the Annual Reports of Medical Officers
of Health for 1937 requests that the Council will direct
the Annual Report of the Medical Officer of Health for
1937 to be drawn upon the lines indicated therein. The
circular states, also that the Annual Report for 1937 should
contain information in regard to the matters specified in
Appendix 1, set out as far as possible in the order there
given, under headings (a) to (f). This I have done, but
as my term of office as Medical Officer of Health commenced
on the 1st December 1937, the Report refers almost
entirely to work of my predecessors. I am indebted to
the members of the staff for their assistance in preparing
the Report.
Dr. E. W. Matthews resigned his office as Medical
Officer of Health on the 31st August 1937, after eighteen
year's service with the Corporation, during which time he
rendered most valuable service to the Borough, both as an
administrator and in the Clinics. From the 1st September
