There is no change to report in the position regarding
Rag and Bone Yards. The largest of these premises is
situated in Acre Road, and as in the case of the smaller
premises, it is situated in fairly close proximity to dwelling
houses. An application for permission to extend the Acre
Road premises was refused by the Corporation under their
Town Planning powers. This refusal was upheld on appeal.
Each of the Rag and Bone Yards was in existence at the
time when the Corporation obtained an Order declaring the
business to be an "Offensive Trade" and the buildings in
use are not specially designed for the purpose. The trade
is now included as an "Offensive Trade" in the new Public
Health Act, 1936, and is controlled by Byelaws.
At the end of 1937 there were 15 fried fish shops on
the records. The following two applications were received
during 1937 for permission to commence the trade of fish
frying at the premises set forth, and the action taken is
shown opposite the respective premises.
(1) No. 270, Tudor Drive—Approved.
(2) No. 1, Cranmer Court, Richmond Road—Approved.
No complaints were received during the year in respect
of offensive trades, and fifty-nine visits were made to the
various premises.
HOUSE DRAINAGE
Thirty-three houses were completely redrained during
1937 and the drains of 7 other premises were repaired
or amended to a substantial extent.
The examination of drainage systems under the powers
conferred by the Public Health Acts is one of the duties
which is regarded as most important. These executive
duties necessarily absorb a considerable amount of time,
but it will be generally conceded that the labour involved
is well worth while. An isolated defective drain may not
cause much harm, but the cumulative effect of hundreds of
such leaking pipes, polluting the subsoil and sites of houses,
would be very serious.
