well worth while. An isolated defective drain may not
cause much harm, but the cumulative effect of hundreds
of such leaking pipes, polluting the subsoil and sites of
houses would be very serious. In addition to the 50 houses
mentioned above the examination of the drainage systems
of 45 houses had been completed, or was nearing completion,
at the end of the year, but necessary works of reconstruction
had not been agreed upon between the
respective owners. The improvement proposed in respect
of the drainage of the lower end of Elton Road was not
arranged by the end of the year owing to the difficulty of
reaching agreement between the many owners affected.
In as many cases as possible where combined drains
have to be reconstructed plans and detailed specifications are
prepared on behalf of the several owners free of cost. By
undertaking such work it is possible to assure the use of
good quality materials and to control the workmanship
throughout. The owners give instructions direct to the
selected contractor and are responsible for the costs
incurred.
