Smoke Abatement.
The number of complaints received during 1928 in
respect of alleged nuisance from smoke was 7, this figure
being the same as for the previous year. Twenty-six observations
were made, and in several instances excessive
amounts of smoke were recorded.
Common Lodging Houses.
There are two registered Common Lodging Houses in
the Borough and at least two other premises where lodgers
are received for short periods in conditions which approach
very closely to Common Lodging Houses, but the premises
are not subject to the' same control, simply because the
lodgers are not received for one night only.
During 1928 158 inspections were made of the registered
premises.
This huge increase in the number of visits was due
chiefly to the outbreak of Smallpox in the early part of the
year. Daily visits, in addition to visits at night, were necessary
in order to maintain the closest possible supervision
over the movements of the lodgers and the places visited by
any newcomers. Nocturnal visits were also made together
with the Medical Officer of Health and the Public Vaccinator.
