certain fireplaces from the control provisions of the Clean Air Act, but the Minister over-ruled these
objections. The Chairman and Chief Public Health Inspector attended the Diamond Jubilee Conference in
London of the Clean Air Society, previously the Smoke Abatement Society.

(N) Diseases of Animals Act
(a) Slaughtering Following upon the Slaughterhouse Act, 1958, the Minister made Regulations
concerning hygiene and prevention of cruelty in slaughterhouses. The Regulations came into
force on 1st January 1959, and detailed inspections of the slaughterhouses in the Borough
were made and the owners informed of the work required to be carried out to comply with the
Regulations.
(b) Other There was a welcome drop in the number of Orders made under the Diseases of Animals
Act affecting premises in this district but it is still necessary to be informed of all
outbreaks of contagious diseases to ensure that all precautions are observed.
(0) Rent Act
The large number of visits (1159) made in connection with this Act gives an indication of the
impact it has had upon tenants. In addition to the practical work a vast amount of filing, entering
and referencing is necessary to deal with the numerous forms (over 20) which may be used for various
applications or certificates. The Health Committee have appointed a special sub-committee to deal
with applications.

V. Legal Proceedings
It was not found necessary to prosecute landlords for failure to comply with notices served, as
advantage was taken of Section 60 of the East Ham Corporation Act which authorises the Corporation to
carry out the work in default where notices are served under that section in respect of defective
premises (roofs, gutters &c.) In other cases tenants applied for certificates of disrepair under the
Rent Act, and loss of revenue by landlords usually persuaded them to carry out the repairs.
