HOUSING REPAIRS AND RENTS ACT 1954
This Act came Into operation on the 30th August 1954. It extends the
powers of Local Authorities with regard to slum clearance, It enables them
to purchase slum houses and maintain them In a suitable standard pending
demolition, and provides for Increases of rents of houses subject to safeguards
as to the state of repair of such houses. It was anticipated that
there would be wholesale demands for Increased rents with consequential
large numbers of applications from tenants for Certificates of Disrepair.
Such did not prove to be the case, and at 31st December the position was
as follows
Applications by tenants for Certificates of Disrepair 64
Granted 49
Pending (later granted) 14
Refused 1
Applications by Landlords for Certificates of Revocation
claiming all necessary work done 10
Granted 3
Pending (later granted) 7
RENT AND MORTGAGE INTEREST RESTRICTIONS ACTS 1920 - 1939
The procedure under these Acts is still applied to controlled houses
where no application for increased rent has been made, and enables tenants
to withhold and retain the 40% increase on the "standard" rent until the work
set out in the Certificate as to State of Repair has been carried out, 10
applications for Certificates were received and 6 Certificates were issued.
In the remaining cases the work was carried out by the landlords before
the matters could be formally reported to the local authority.
