Smoke Abatement.
Three occurrences of factory smoke nuisance were observed
during the year, two being from the same premises. In every
instance the manager was cautioned by letter and the stoker
verbally by the District Inspectors.
Premises and Occupations controlled by Byelaws.
There is only one registered common lodging house for men
in the Borough, which is maintained in a satisfactory manner.
There are no underground sleeping rooms in East Ham.
The list of Byelaws, Regulations, etc., is given on pages
22-23 in the report for 1931.

Wanstead Flats is an open unfenced space under the control
of the City Corporation. The Royal Victoria Gardens is an
enclosed park abutting on the River Thames and under the control
of the London County Council, nine acres being in this Borough,
and one acre in the Metropolitan Borough of Woolwich.
