BLIND PERSONS ACT, 1920.
The same arrangements under this Act as set out in previous
reports still exist. The Council make a grant of £100 per annum
to the East Ham Welfare Association for the Blind towards the
cost of the work carried out by this Association.
This organisation carries out splendid work amongst the
blind resident in this area, and its activities were set out in my
last report.
Blindness is probably the most terrible physical affliction from
which a person can suffer, and to an Association that lightens the
burden of these sufferers, the practical thanks of the community
should be given for the very excellent work they carry out.
The Home Teacher and Visitor to the Blind, Miss Kingston,
has carried out her duties with tact, sympathy and efficiency.
The Council's Ophthalmic Specialist examines all new cases
and certifies where necessary.
