Boarding Out.
The Board of Control having approved the system of boardingout
suitable cases, the Essex Voluntary Association found foster
parents for several East Ham defectives.
Case Work,
The following is an analysis of case work during year ended
31st December, 1927:—
2 defectives were admitted to Institutions under Order
(chargeable to East Ham Borough Council).
19 were placed under statutory supervision in their own homes.
1 referred by the Association to the Local Authority.
At the close of the year there were:—
48 defectives under Order in certified Institutions.
5 of whom were on long leave of absence with fosterparents
(including one employed in domestic service
at full wages).
8 were under Order of Guardianship with their relatives,
with an allowance for maintenance.
83 were under Statutory Supervision in their own homes.
85 were under Statutory Supervision in their own homes.
85 were under voluntary care.
BLIND PERSONS ACT, 1920.
There are now 145 technically blind persons known to belong
to the Borough, 36 of whom are either children at Blind Schools
or men and women at workshops, and these are visited during their
holidays.
During the past year the Home Visitor has paid 1,838 daily
visits, 102 evening visits and meetings, and given 415 lessons, of
which 119 were in cane basket work, 110 in Braille, 10 manual
alphabet, 27 Moon, 43 in knitting, 68 in crochet, and 38 in woollen
ball making.
The remainder of the blind are visited regularly and assisted
to obtain free wireless licences and blind pensions.
Good work continues to be done by the members of the Local
Welfare Association. Necessitous cases are promptly dealt with
and every effort taken to make the lives of the blind brighter, e.g.,
