constituted "Local Authority" thereunder, and in 1875 they
made bye-laws for regulating the conduct of the business,"
which, to a large extent, carried out the views I had
expressed in the above-mentioned paper.
My reports on the licensed premises, made from time to
time, have gone to show the excellent results which followed.
The bye-laws, however, were defective in a variety of
particulars, as pointed out in my Annual Report to your
Vestry in 1875, and the County Council, as Local Authority
in succession to the late Board, recognising the deficiencies,
framed an amended code which was forwarded to the Local
Government Board for confirmation in July, 1889. Certain
objections to the amended bye-laws raised by the Butcher's
Trade Society led to delay, and ultimately the Council, on
the 31st July, 1891, sealed a further code, which was confirmed
by the Local Government Board on the 27th October:
the bye-laws so confirmed are now in operation. These
new bye-laws give effect to the views approved by your Vestry
in every respect save one: they do not require an independent
entrance to an existing slaughter-house. This was a condition
on which your Vestry insisted in 1875, and, the Justices concurring,
it was carried out in every case save one. In that
case the butcher appealed against the Justices' decision, and
your Vestry's opposition having been withdrawn in Court,
much against my wish, the said slaughter-house continues to
this day, with an entrance across the pavement, and through
the butcher's shop.
It is somewhat ancient history now, but it may not be
out of place to recall the good service done by your Vestry
with respect to measures for the improvement of slaughterhouses,
in 1875, when, on the recommendation of the Works
and Sanitary Committee, it was unanimously resolved that
certain "conditions" which I had drawn up in 1874,be deemed
"essential in order to fit a slaughter-house for the business;"
and that opposition should be made to the renewal of licenses
