Exhumations.—During the year five exhumations under Home Office licences
were carried out.
Offensive Trades.—By the Transfer of Powers Order, 1933, consideration
of, and decision on, applications for the establishment anew or the enlargement
of certain offensive businesses, or imposition, modification, or removal of conditions,
was transferred from the London County Council to the Metropolitan Borough
Councils. At that time there was in this Borough only one offensive trade, namely,
that of a slaughterer of poultry, the premises at which this was carried on being
approved by the London County Council in November, 1931.
In 1936 the Council approved an application by the Royal Arsenal Co-operative
Society to establish anew the business of a slaughterer of cattle and that of a
tripe boiler, subject to certain conditions. An application for the re-establishment
of the business of slaughterer of poultry, referred to above, was considered by the
Council in July, 1937, and was approved.
Removal of Infirm and Diseased Persons.—Power is given by Section 224
of the Public Health (London) Act, 1936, to remove infirm and diseased persons
living under insanitary conditions to institutions. Usually such persons are
persuaded to enter an institution, but occasionally difficulty is experienced in this
connection, and it is necessary to make application to a Magistrate for an Order.
No such application was made during the year.
Pharmacy and Poisons Act, 1933.—This Act places upon Metropolitan Borough
Councils the duties of enforcing the provisions of that part of the Act which relates
to poisons in Part 2 of the Poisons List. Poisons in Part 1 of the Poisons List may
only be sold by "authorised sellers" and those in Part 2 by authorised sellers and
by listed sellers, whose names appear in a register to be kept by the local authority.
